Luanda, Angola – 13 June 2026 – Telecom Namibia, Angola Telecom, and SATCAB – Satélite e Cabo TV, S.A. signed the Master Service Agreement (MSA) for the Southern African Regional Submarine System (SARSSy) on 12 June 2026, with the integration of the Equiano Cable System, marking a significant milestone in strengthening digital connectivity and cooperation.

This tripartite agreement brings together key regional and international operators, reinforcing a shared commitment to expanding resilient, high-capacity digital infrastructure across Southern Africa.

The agreement builds on the Memorandum of Understanding and Commercial Terms Agreement signed in April 2026 in Swakopmund, Namibia, and signals a transition from strategic intent to practical implementation of one of the region’s most important digital infrastructure projects.

This Agreement is concluded within the framework of bilateral cooperation between the Republic of Namibia and the Republic of Angola, aimed at advancing regional integration, strengthening economic cooperation, and promoting digital sovereignty and connectivity within the Southern African region.

The Parties intend to facilitate the successful landing and operationalisation of the Southern African Regional Submarine System (“SARSSy”), including the technical integration of the Equiano Cable System and SARSSy to establish a resilient, high-capacity regional digital corridor.

The SARSSy initiative is designed to enhance international connectivity, strengthen infrastructure resilience, and support economic growth across Namibia, Angola, and the broader Southern African Development Community (SADC) region.

Under the agreement:

  • Telecom Namibia, as Landing Party, will host and support the infrastructure within Namibia
  • Angola Telecom will benefit from long-term, secure, and flexible access to capacity
  • SATCAB will play a key role in the delivery of the system

The Landing Party will provide an initial dedicated transmission capacity of 1.0 Tbps on the Equiano Cable System, ensuring high-capacity connectivity under the terms of the agreement.

In addition, Telecom Namibia will host Angola Telecom’s equipment within its secure telecommunications facilities to support the operational and technical requirements of the interconnected network infrastructure.

The scope of the agreement further includes the design, integration, transmission, testing, commissioning, and operational handover required to establish reliable end-to-end connectivity between the Parties’ respective networks.

The partnership model provides flexibility for Angola Telecom to expand its capacity and potentially assume ownership of its infrastructure components over time —reflecting a strong foundation of trust and shared long-term vision.

The SARSSy project aligns with Namibia’s Vision 2030 and National Development Plan (NDP6), while also supporting Angola’s strategic ambitions to enhance digital sovereignty and international connectivity.

The signing ceremony was attended by:

  • Honourable Emma Theofelus, Namibia’s Minister of Information and Communication Technology
  • Honourable Mário Augusto da Silva Oliveira, Angola’s Minister of Telecommunications, Information Technologies and Social Communication
  • Senior leadership from Telecom Namibia and Angola Telecom
  • Industry stakeholders and members of the media

The original Memorandum of Understanding and Commercial Terms Agreement signing in April 2026 was formally witnessed by both Ministers, underscoring the strong intergovernmental support for this strategic partnership.

Telecom Namibia expressed appreciation to both governments, partners, and technical teams whose collaboration has made the agreement possible.

As implementation progresses, the SARSSy system is expected to play a transformative role in advancing digital inclusion, economic growth, and regional integration.
